Background:

Gender-based violence (GBV) is widely recognized as one of the most pervasive human rights concerns in Timor-Leste, with almost 3 in 5 (59%) ever-partnered women aged 15-49 having experienced intimate partner violence (IPV) in their lifetime. Although both men and women experience GBV, women and girls face abuse the most, given the unequal power relationships between men and women within the household, in communities, and across society. Despite strong policy reforms and a dynamic role by civil society organizations, gaps between informal and formal justice mechanisms, capacity of service providers and implementation challenges, particularly in the health sector, indicate that violence against women and girls remains a significant problem throughout the country.

Against this backdrop, as part of prevention to GBV, UNFPA in collaboration with the Secretary State of Youth and Sports adapted international CSE standards, contextualized in Timor-Leste cultural setting and developed a training manual, Healthy Relationship. This manual aims to enhance the knowledge and skills of young people to constructively involve themselves in important subjects and to strengthen positive values based on international standards.

Since 2021 until now, UNFPA and SSYS in partnership with youth organizations have trained over 80 young facilitators to sensitize young people in community to be aware of their sexual reproductive health and rights, well-being and dignity, and empower them to make informed choices and decisions in their lives.

In parallel, to strengthen the sustainable response to GBV in Timor-Leste, especially by health sector, UNFPA and MoH collaborate to institutionalize and integrate the GBV response into health system by establishing the Safe Space within the health facility to provide essential health services package and adapting the Gender-Based Violence (GBV) Quality Assurance Tool for health care providers, managers and program planners to assess and strengthen post-GBV health services, by covering 27 evidence-based standards based on Jhpiego.

In this respect, UNFPA Timor-Leste will hire a national consultant to facilitate and monitor Comprehensive Sexuality Education activities and conduct Safe Space readiness assessment in 3 municipalities.  

Scope of work:

(Description of services, activities, or outputs)

The National Consultant, under the overall guidance of UNFPA Timor-Leste Youth and Gender team and in close coordination, will provide support implementation of strengthening institutional capacity in prevention and response to GBV, especially, Healthy Relationship roll-out and assessment of readiness of Safe Space.

 

The scope of work includes:

 

  • Coordinate and liaise with SSYS, youth organizations (Youth Centers, Youth parliament and alumni) and CSO for implementation of comprehensive sexuality education programme
  • Develop harmonized roll-out curriculum of Healthy Relationship for youth organizations and young facilitators
  • Ensure healthy relation roll-out covers all key messages of Healthy Relationship technical manual
  • Develop a monitoring framework and data collection tool to collect and track data of participants of Comprehensive Sexuality Education session and collect relevant data
  • Conduct competency assessment of facilitator of Healthy Relationship
  • Conduct monitoring and evaluation of Healthy Relationship roll out in municipalities and Boys and Girls Circle
  • Provide ToT training for new batches and refresher training for the Healthy Relationship facilitator
  • Provide technical support to youth facilitators in developing roll-out plan to engage with young people at community level in consultation with SSYS
  • Develop IEC materials for comprehensive sexuality education in cooperation with communication team
  • Develop visibility activity plans for 16 days of activism against GBV to promote Comprehensive Sexuality Education as strategy of prevention of GBV
  • Conduct readiness assessment to Safe Space in Spotlight targeting municipalities in collaboration with MoH and INS using Quality Assurance tool
  • Undertake other duties commensurate with the role as may reasonably be assigned by UNFPA.

Duration and working schedule:

6 months, upon the signing of the contract to 31 March 2023 with possibility of extension.

The consultant will develop and agree on a detailed work plan at the beginning of their assignment, in consultation with UNFPA.

 

Place where services are to be delivered:The consultancy will be based in Timor-Leste with travel to municipalities.

 

Delivery dates and how work will be delivered (e.g. electronic, hard copy etc.):

 

Expected deliverables will include:

  • Healthy Relationship quality assurance plan
  • Monitoring framework/ tool to track roll-out activities and beneficiaries by different youth organizations in municipality
  • Monitoring and Evaluation on Healthy Relationship roll-out by youth organization and competency assessment of facilitators
  • Monitoring school-based comprehensive sexuality education (Boys and Girls Circle) 
  • Healthy Relationship Analysis report with data collection on beneficiaries
  • IEC materials on Comprehensive Sexuality Education including SRH and GBV and GE
  • ToT/ Refresher training of Healthy Relationship
  • Safe Space readiness assessment result report

 

Monitoring and progress control, including reporting requirements, periodicity format and deadline:

A detailed work plan/delivery monitoring schedule will be determined by UNFPA Timor-Leste and the consultant at the very outset of the consultancy.

A weekly tracking sheet will be used to note progress. Regular consultation and sharing of information and documents with the UNFPA Timor-Leste Youth and Gender team.

 

Supervisory arrangements: The consultant will work under the direct supervision of the Youth and Gender Coordinator while working closely with Gender team of UNFPA Timor-Leste CO.

 

Expected travel:Travel to municipalities are expected

 

Required expertise, qualifications and competencies, including language requirements:

Minimum Educational Qualifications and Experience:

 

  • Master’s Degree in Public Health/ Education/ Social work/ Gender and Women studies/ Social Science or related areas with minimum 2 years of relevant working experiences or Bachelor’s Degree in the above-mentioned area with minimum 4 years of relevant working experiences
  • Working experience in training, capacity building, or implementation of youth engagement or social behavioral change project/ programme
  • Technical knowledge of gender equality, youth in Timor-Leste, and social and behavioral changes
  • Fluency in written and spoken Tetum, knowledge of English would be an added advantage 

 

Skills and Competencies:

  • Proven knowledge of Sexuality Education, gender equality, sexual reproductive health, health system and youth issues in Timor-Leste required
  • Experience in capacity building of youths, developing training curriculum, and implementation of youth programs, especially in the health sector is an asset
  • Experience working in a youth-led organization in education and CSE, HIV&AIDS prevention, sexual reproductive health or related field will be an asset 
  • Experience working with/ in the UN system is an asset

 

Functional competencies:

  • Delivering result-based programs
  • Providing conceptual innovation to enhance and strengthen programme effectiveness
