National Individual Consultant:
Purpose of consultancy:Under the Maternal Health Program, this consultancy will continue to coordinate and facilitate the continuation of the implementation of the Emergency Obstetric and Newborn Care (EmONC) Improvement Plan. In addition, this consultancy will facilitate the roll out of implementation of the National ANC/PNC Guidelines and Protocols, and strengthen the implementation of the MPDSR program in the country and support the implementation of Integrated SRH/FP/HIV/GBV services.
Scope of work:

Under the overall guidance of the UNFPA Representative and under direct supervision of the UNFPA Assistant Representative and the Program Team, the consultant will perform a detailed task and responsibility as follows:
Coordinate and facilitate the Capacity Building of Health Providers for EMONC Centres
In collaboration with INSP-TL and MCH Directorate, coordinate and lead the EMONC Training for selected health providers from 20 Facilities supported by Japan Project:
- Develop a training plan for 2025 EMONC training for identified health facilities as BEMONC/CEMONC centres, including the training plan under the Portugal and Japan funds.
- Coordinate and implement the comprehensive EMONC Training for midwives and doctors from the remaining CHC’s upgraded for Basic EMONC and CEMONC services simultaneously.
- Conduct field visits for post-training supportive supervision at three months after training to assess the skills and performance of the trainees, numbers of procedures done by the trainees, the quality of the care provided, to see the clinical setting, and provide mentoring and guidance and also to discuss the cases they have managed, and also to coach the trainees through simulation and discussion on the steps of all procedures using learning guides and clinical protocols.
- Conduct the Supervised Internship, intermittently for all trainees at HNGV, to provide supervision and mentoring for the trainees, to improve their skill practices using supervised client practice.
- Close monitoring and supervision of the BEMONC centres and provide a comprehensive report quarterly.
- Disseminate the standards and clinical protocols on intra-partum and immediate post-partum care and management of complications at all hospitals (CEMONC).
- Facilitate the introduction and rollout of the VR medical refresher training program to EmONC trainees.
- Training and clinical capacity strengthening and supervision: Support cervical screening and precancer treatment training and competency sign-off of selected clinicians (aligning with INSP-TL, MoH and EPICC training plans and schedule)
Coordinate and facilitate the Orientation Training on ANC-PNC In collaboration n with MCH Directorate, coordinate and facilitate the dissemination of Standard Guidelines and Clinical Protocols for Antenatal Care (ANC) and Postnatal Care (PNC) through orientation training for health care providers from 14 municipalities:
- Coordinate the orientation training of ANC & PNC Standard Guidelines and Protocols by newly trained facilitators.
- Conduct Training of health care providers on the obstetric ultrasound for diagnostic support in ANC service.
- Continue monitoring the training plan developed for 2025 orientation training on ANC-PNC for doctors and midwives from municipalities under the DFAT, Portugal and Japan funds.
- Close monitoring and supervision of the trained facilitators of ANC-PNC to ensure the training plan is implemented timely in their respective municipalities.
Strengthen the implementation of the MPDSR program In collaboration with MCH Directorate and MPDSR facilitators team, reinforce the implementation of MPDSR program:
● Facilitate the socialization and refreshing training on MPDSR for MPDSR committees at hospital and municipality levels, together with the MPDSR facilitator team.
- Involve in maternal death reviews as required to provide technical expertise and support on development and implementation of the response component of the MPDSR system.
- Development of National Guideline and Standard Operating Procedure:
- Develop the national standard guideline for the establishment of an EMONC centre.
- Develop the Standard Operating Procedure (SOP) and orientation for implementation of Integrated SRH at facility-level.
- Review of the design of BEMONC centres and final check for handover of the construction/renovation.

Duration and working schedule:
175 working days between the date of contract signing and December 31st, 2025.
Place where services are to be delivered:
UNFPA TL CO, Hospital National Guido Valadares, MCH Directorate MoH, National Institute of Public Health (INSP-TL), relevant IPs, and municipalities.

Monitoring and progress control, including reporting requirements, periodicity format and deadline:
- Hold Regular meetings with UNFPA Country Representative and UNFPA program team.
- Hold Meetings with other relevant stakeholders based on frequency to be agreed upon.
- The accomplishment report, as per the deliverables described above, will be prepared by the Consultant, reviewed by the Program team, verified, and approved by the Assistant Representative.
Supervisory arrangements:
The Consultant will work under the overall supervision of the Country Representative and the direct supervision of the Assistant Representative. He/she will also work in coordination with the other Country Office technical and operations units.
Expected travel: Extensive travel expected (up to 15 days per month) within the country – across Dili and other municipalities with a high maternal mortality.
Required expertise, qualifications and competencies, including language requirements:
- Advance Degree in Medicine with specialization in OBGYN.
- Possess in-depth knowledge and expertise in planning and implementing Sexual and Reproductive Health (SRH), Maternal Health, and Emergency Obstetric and Newborn Care (EMONC) programs, ensuring evidence-based strategies and effective service delivery at the municipal level.
- Have more than 7 years of relevant work experience in public health, SRH, maternal health, or EMONC program planning, implementation, and monitoring.
- Possess strong knowledge of health systems, with a particular focus on maternal health, public health concepts, and monitoring frameworks (practice of indicators).
- Demonstrate the ability to engage effectively with key stakeholders at all levels, including doctors, specialists, department directors, district health authorities, and development partners, fostering collaboration, facilitating knowledge-sharing, and supporting informed decision-making for project success. Demonstrate strong analytical and writing skills to assess project implementation,synthesize key findings, and prepare clear, concise, and well-structured progress reports for submission to the office.
- Possess proven training experience to effectively plan, facilitate, and deliver capacity-building sessions for healthcare personnel, ensuring knowledge transfer and skill development at the municipal level.
- Be committed to self-learning in order to keep abreast with new knowledge
- Demonstrate strong teamwork and collaboration skills to work effectively with multidisciplinary teams.
- Exhibit strong self-management skills, including motivation, adaptability, and resilience under pressure, to effectively manage multiple tasks and meet deadlines,
- Willingness to take part in frequent Skype/teleconferences with the country office, Asia Pacific Regional office, and the other technical experts when required.
- Familiar with UNFPA policies and priorities.
- Fluency in English.
