Purpose of the Consultancy

The National Consultant will support UNFPA by:

  • Coordinating and delivering the National Advocacy Workshop on integrating health responses to Gender-Based Violence (GBV) into pre-service training curricula at universities in Timor-Leste; and

  • Leading a Training of Trainers (ToT) to strengthen the capacity of university educators with the knowledge and skills required to integrate GBV response education into their teaching.

Scope of Work (Description of Services, Activities, or Outputs)

Under the supervision of the UNFPA Assistant Country Representative in Timor-Leste and with technical guidance from the UNFPA Gender Team, the consultant will be responsible for carrying out the following tasks:

1. National Advocacy Workshop

  • Collaborate with the UNFPA Gender Team to coordinate with the Ministry of Higher Education and other key stakeholders for the successful planning and delivery of the workshop on integrating GBV health responses into university curricula.

  • Develop high-quality presentation materials and workshop content aligned with the objectives of the advocacy workshop.

  • Facilitate interactive and participatory discussions to ensure active engagement of participants throughout the sessions.

  • Prepare a comprehensive workshop report, including key outcomes, findings, and recommendations for integrating GBV response into pre-service training curricula.

2. Training of Trainers (ToT)

  • Design a detailed ToT curriculum tailored to the needs of university educators to enhance their understanding and teaching of GBV response content.

  • Conduct interactive and participatory training sessions to build the capacity of educators in effectively integrating GBV response education into their respective teaching areas.

  • Conduct pre- and post-training assessments to evaluate participants’ knowledge, skills, and readiness to incorporate GBV-related content into their courses.

  • Gather feedback from participants to identify strengths, challenges, and areas for improvement in the training approach.

  • Prepare a comprehensive training report summarizing key activities, participant performance, major discussions, and lessons learned.

Duration and Working Schedule

The consultancy will be conducted over 15 working days, between the date of contract signing and 30 November 2025.

Place of Assignment

The services will be delivered in Dili, Timor-Leste.

Delivery Dates and Method of Submission

All deliverables shall be submitted electronically in editable formats (e.g., Microsoft Word, PowerPoint, or PDF), according to the agreed work plan and timeline.

Monitoring and Progress Control

The consultant’s performance will be monitored and assessed by UNFPA, in close collaboration with the Gender Programme Manager. Regular progress reviews will be conducted to ensure that all tasks and deliverables are completed in line with the agreed scope and schedule.

The consultant will be required to provide the following reports and updates:

  • Progress Reports: Brief weekly updates on the status of activities and progress made.

  • Draft Deliverables: Submitted for UNFPA review and feedback before finalization.

  • Final Deliverables: Submitted in English (and Tetum, if applicable) in electronic format, incorporating UNFPA’s comments and recommendations.
