Purpose of consultancy: The purpose of this consultancy is to support UNFPA Timor-Leste’s Country Office by providing high-quality and accurate translation of two separate documents: (1) the MPDSR training materials and (2) the final draft of the National Strategy on RMNCAH 2025–2030. These are two distinct consultancy assignments, each focused on translating one of the documents from English into Tetum. The consultant(s) must ensure that the translations maintain the original meaning, technical terminology, and are culturally appropriate.

Background: UNFPA, in collaboration with development partners, is supporting the Ministry of Health (MoH) in capacity building and training on Maternal and Perinatal Death Surveillance and Response (MPDSR), as well as in the development of the National Strategy on Reproductive, Maternal, Newborn, Child, and Adolescent Health (RMNCAH) 2025 to 2030. To enhance accessibility, ownership, and effective implementation at all levels, particularly among frontline health workers and local stakeholders, these key documents need to be translated into Tetum, the national language of Timor-Leste.

Scope of work: (Description of services, activities, or outputs)

The consultant(s) will be responsible for:

• Translating approximately 54,361 words of MPDSR training materials from English to Tetum.
• Translating the final draft of the National Strategy on RMNCAH 2025-2030, including the Operational Plan and the Monitoring and Evaluation Framework (approximately 31,609 words), from English to Tetum.
• Ensuring accurate translation of medical, public health, and technical terms.
• Collaborate closely with the UNFPA SRH team, the MoH Maternal and Child Health (MCH) team, and relevant technical experts to ensure consistency, accuracy, and contextual appropriateness of the translation.
• Reviewing and revising translated content based on feedback from UNFPA SRH team and MCH MoH team. The consultant will work closely with the UNFPA SRH team to familiarise with the technical contents of the program and ensure clear, accurate and consistency of the translation service delivery.
