Purpose of consultancy:  Monitoring Evaluation, Accountability Learning (MEAL) to evaluate and strengthen the humanitarian Protection response (Gender Based Violence, GBV and Child Protection, CP) and national coordination mechanism

Background:On Sunday, April 4, 2021, torrential rain from Cyclone Seroja caused flash flooding and landslides affecting all 13 municipalities in Timor-Leste, resulting in 36 deaths and 10 people missing. The natural disaster also resulted in the temporary displacement of 12,378 people currently sheltered in 43 evacuation facilities in Dili.
The humanitarian crisis increases the risk for Gender Based Violence (GBV) and Intimate Partner Violence (IPV), and the European Union (EU) -United Nations (UN) Spotlight Initiative has therefore reprogrammed existing funding to respond to the immediate needs of women, girls and vulnerable groups affected by the flooding.
The consultant will, through Monitoring, Evaluation, Accountability and Learning (MEAL) in the context of the Protection response (GBV and Child Protection, CP), conduct assessments and develop MEAL tools for active programs. The purpose of this work is also to advocate for prevention and preparedness, to strengthen the humanitarian GBV and CP response mechanisms, coordination in emergencies, as well as the recovery phase. This consultancy will also aim to provide analysis, tools and recommendations to strengthen the humanitarian protection component in the revised National Action Plan for Gender Based Violence (NAP GBV).

Scope of work: 

The consultant will:
• Analyse the humanitarian protection sector prevention, preparedness, response mechanism and strengthen coordination and recovery in humanitarian crisis, together with relevant UN agencies (including UNFPA, UN Women, UNICEF), Government (Civil Protection, Ministry of Social Solidarity and Inclusion, MSSI) and partners (including governmental organizations (NGOs) and civil society organizations (CSOs)
• Conduct post distribution monitoring for Non-Food-Items (NFIs) and food items distributed during the flood
• Review existing assessment tools, and develop/contextualize general Protection, GBV and CP MEAL assessments and tools, both for the acute and other relevant phases.
• Produce final report aiming to strengthen the humanitarian protection (GBV and CP) prevention, preparedness, response and recovery. This would include an evaluation of lessons learned and good practices of the protection sector emergency preparedness and humanitarian response. Report should provide recommendations to strengthen national coordination mechanisms.
• Produce a preparedness plan for the GBV Sub-Group based on survey results with support from UNFPA technical team
• Produce a workplan for the GBV Sub-Group based on survey results with support from UNFPA technical team
• Train relevant staff/volunteers on the MEAL framework and tools for humanitarian protection response.

Duration and working schedule:The work is expected to start on August 17, 2021– October 17, 2021 (3 months)

Place where services are to be delivered: Dili, Timor-Leste

 

Required expertise, qualifications and competencies, including language requirements:

• Minimum Bachelor’s Degree in social sciences, monitoring and evaluation, knowledge management, statistics or related field
• At least 3-5 years of professional work experiences related to GBV, protection, within the humanitarian context
• Technical knowledge of MEAL, proven by previous work experience is in humanitarian settings
• Experience in MEAL tool development for Protection related humanitarian programs
• This position is for a national consultant
• Previous working experience in Government, Non-Government Organizations (NGOs) or Civil Society Organizations (CSOs) is an advantage

English is a requirement Fluency in written and spoken Tetun, English and knowledge of Portuguese is an added advantage.
