Hiring Office:

UNFPA Timor-Leste Country Office

Purpose of consultancy:

To hire two consultants to conduct Mid Term Review of 2015 – 2019 Country Programme Action Plan.

Background:

UNFPA has been supporting the Government of Timor-Leste since 1999 in the areas of reproductive health (RH), population and development, and gender. After its restoration of independence, UNFPA signed the first country programme of support to the Democratic Republic of Timor-Leste (2003-2005). In the year 2005, in order to harmonize its planning cycle with the National Development Plan, UNFPA first country programme was extended until the year 2007. Due to the security situation following the events on May 2006, a further year of extension was required till the end of December 2008. The Second Country Programme covered a period of 2009-2013 and one year extension until 2014.

In 2015 UNFPA TL began its 3rd Country Programme and will end in 2019, with major counterparts such as Ministry of Health (MoH), Ministry Finance (MoF) through General Directorate of Statistics (GDS), Ministry of Education (MoE), and the Secretary of State for Women Empowerment (SEM), Secretary of State for Youth and Sports (SSYS), and number of local and international Non-Government Organizations in Timor-Leste. With the programme implementation has reached two and a half years of the programme cycle, the CO wishes to review the progress and direction of the programme. The review will take in consideration the existing political environment in the country, human resources and other constraints. The review is also an opportunity to re-assess the feasibility of current objectives and strategies with all levels of MoH, MoF/GDS, MoE, SSYS and SEM, other implementing partners - local NGOs in Timor-Leste. This mid-term review also aims to assess the alignment of country programme with Sustainable Development Goals (SDGs), current UNFPA Strategic Development Plan 2013-2017 and the upcoming UNFPA Strategic Plan and the current Timor-Leste National Development Strategic Plan 2011-2030.     

Scope of work:

 

(Description of services, activities, or outputs)

The objective of this mid-term review is to assess the Country Programme (CP) progress and achievements to date and to determine the appropriateness of the CP strategy and proposed outcomes in the current and changing context of Timor-Leste.

The mid-term review covers the whole territory of Timor-Leste from the period of 2015 to present of the 3rd UNFPA country programme cycle. For each outcome and output of Integrated Sexual and Reproductive Health, Adolescent and Youth, Gender Equality and Empowerment and Population Dynamics will be assessed by using the Results and Resources Framework of the CP Action Plan.

 

The Consultants will carry out the following tasks:

  1. Conduct Presentation of draft inception report.
  2. Conduct Desk Reviews, Interviews, Field trips and other consultations with relevant stakeholders.
  3. Submit Draft UNFPA MTR Report 2017 including findings and recommendations.
  4. Submit Final UNFPA MTR Report 2017.

Duration and working schedule:

The consultants are expected to deliver final work within 4 weeks.

The consultants are expected to start on the week of 16th October 2017.

Place where services are to be delivered:

Both from home country and a two weeks mission to Timor-Leste.

Delivery dates and how work will be delivered (e.g. electronic, hard copy etc.):

The consultants shall deliver electronic versions of the following to UNFPA Representative or her/his designate with a copy to the Programme Support Unit of UNFPA CO  :

  1. Inception report including methodology and schedule of activities (20% payment will be paid after this submission)
  2. First draft report over the course of the evaluation with a set of prioritized, strong and actionable recommendations (40% of payment will be made after this submission).
  3. A final report, edited and ready to print (40% of payment will be paid after this submission and upon satisfactory).

Monitoring and progress control, including reporting requirements, periodicity format and deadline:

The Programme Support Unit will oversee the review process in all technical matters but not limited to, Inception Report, review draft and final reports and approval of final report by CO Senior Management.

Supervisory arrangements:

The consultants will be supervised by Representative, in coordination PSU.

Expected travel:

The consultants are expected to travel to Timor-Leste for a two weeks mission starting on the week of 16th October 2017.

Required expertise, qualifications and competencies, including language requirements:

The Timor-Leste CO will seek the use of the capacities and expertise of  two appropriate consultants with the following qualifications to conduct the Mid Term review of the 2015-2019 CP:

  1. At least 7-10 years of experience working in their area of  Population and development, reproductive health and rights and gender and women’s empowerment, HIV/AIDS, Reproductive Health Commodity Security, among other development programmes in Timor-Leste
  2. At least 5-10 years of experience in conducting monitoring and evaluation, required, preferably in conducting Mid Term Review of Country Programme.
  3. Proven ability to communicate clearly (verbal and written) in English, required.
  4. Experience and knowledge of Timor-Leste cultural and political context will be an asset.
  5. Professional consultant of international repute to provide professional services for midterm review and assessments leading to a comprehensive review of the CO

Inputs / services to be provided by UNFPA or implementing partner (e.g support services, office space, equipment), if applicable:

The CO will provide all relevant documents and an office space will be provided during the mission.
